Building Emergency Action Plans (BEAPs)
Building Emergency Action Plans are developed and maintained by Building Managers and Operators to provide guidance for responding to an emergency situation. These plans are based on a template created by the Office of Emergency Management and stored online. When completed by the BMOs, these plans are building-specific and include information about severe weather refuge areas, evacuation instructions, and other emergency response guidelines. BMOs should review and update BEAPs annually and anytime affecting changes are made to building staff or structures (exit routes, safe areas, etc.).

Continuity of Operations Plan (COOP)
Continuity of Operations Plans describe how the university and departments will operate in the days and weeks following an emergency. These plans do not outline immediate action steps but describe how the university can continue to fulfill its mission while impacted by a disaster. Generally, a COOP provides a framework for 12 hours – 31 days after the event. The university-level COOP is maintained by the Office of Emergency Management and is reviewed annually and rewritten every five years. University departments are responsible for completing the Departmental COOP template and reviewing annually.
Hazard Mitigation Plan (HMP)
The Hazard Mitigation Plan describes various hazards or dangers the university faces and steps it can take to minimize the impact and more quickly return to normal operations. This Hazard Mitigation Plan covers the Starkville MSU Campus. Other campuses, research facilities, offices, or centers across the state fall under their respective MEMA District Hazard Mitigation Plans. This plan is managed by the Office of Emergency Management and is reviewed annually with rewrites occurring every five years.

Incident/Event Action Plan (IAP/EAP)
Incident Action Plans are drafted for specific incidents or planned events. These detail how leadership functions and communicates as well as. University groups are encouraged to complete an Event Action Plan for all medium and large campus events. A template is provided to assist event planners with IAP development. Contact the Office of Emergency Management to have your plan reviewed.

Comprehensive Emergency Management Plan (CEMP)
The Comprehensive Emergency Management Plan outlines the framework for the university’s response to emergencies and disasters. This plan is managed by the Office of Emergency Management and reviewed by the Oktibbeha County Emergency Management agency and the Mississippi Emergency Management Agency. It is updated annually and rewritten every five years.
